How could I contact OCP to get more information on this procurement process?

Also you may email us at evidencewarehouse.ocp@dc.gov. A Pre-Solicitation Conference is scheduled for January 4, 2008, 10:00 am at 441th Street, NW, Washington DC, Conference Room 1107.


* Question 2.

How large is the current warehouse (square feet) devoted to property/evidence storage, as opposed to supplies and inventory of articles issued to officers?

* Answer: 98,000 sq ft TOTAL. Property - 10,000 sq ft; Evidence - 88,000 sq ft


* Question 3.

Will the new facility need to provide for the latter types of items?

Answer: 85 % should be devoted to storage for Evidence Control Items. Remaining 15% will be for Equipment and Supply general office supply items and equipment as well as a small quantity of uniform items for issue to MPD officers.


* Question 4.

How large is the site for the new one at St. Elizabeth's?

* Question 5.

Will you provide a site map with dimensions and road access of the site at Friday's meeting?

* Question 6.

What is the desired time frame for completion?

* Answer: Projected award date is June 2008


* Question 7.

Will the MPD be able to provide statistics as to the volumes of property coming in each day it's composition in terms of categories (drugs, money, guns, etc.), current staffing levels, etc.?

* Answer: Estimated number of Evidence receipts annually is between 380,000 and 450,000 exhibits. Current Staffing: Evidence Control Technicians: 26 Equipment and Supply Technicians: 11


* Question 8.

Will we be able to arrange a tour of the existing facility?

* Answer: A Site Visits was held on January 7, 2008. A second Site Visit is scheduled for January 10, 2008


* Question 9.

Will there be a manual of procedures available at the meeting or afterwards?

* Answer: Not at this time. Details regarding this requirement are forthcoming.


* Question 10.

What are the funding constraints on this project? Has it been budgeted?

* Answer: There are not budget constraints at this time. The budget is TBD.


* Question 11.

Will the District be able to structure a lease/lease back for the land?

* Answer: The District is open to creative financing solutions.


* Question 12. What is the current Evidence Management System utilized by the DC MPD and how is it integrated into the departments whole chain of evidence life cycle?

* Answer: New World Systems (AEGIS); it is a complete life cycle system from retrieval to final disposition (Destroyed, deposited, auctioned, returned to owner, ETC.)


* Question 13.

What quantitative forecasting data (i.e. expected impact of legislation requiring 100+ year’s storage of certain types of evidence) has the district developed?

* Answer: None at this time, only local crime trends and pattern changes. Restricted for 65 years for storage in crimes involving Homicides, Sexual Offenses, Assault with the Intent to Kill, and violent crimes involving biological materials. Looking for creative storage solutions.
